Abstract

One of the major concerns in the international community’ssecurity agenda is nuclear proliferation, particularly, the casesof Iran and North Korea. It is feared that the efforts of theseregimes to constitute stable nuclear programs will lead into theuse of a nuclear weapon, specifically, against western powersor their allies in different latitudes.However, what is not usually deeply analyzed is the impact oninternational stability that the nuclear program of the UnitedStates has, specially its modernizations and its recurrence todefensive capabilities. These programs, as an instrument of anunderstanding of its role on the post Cold War world, send amessage of legitimacy for this type of arsenals in contemporarystrategy, and force ‘enemy’ states to recur to military nuclearcapabilities to guarantee their own security
